Organisations measure training in days delivered and satisfaction scores because those numbers are easy to collect. Neither tells you whether anyone can do something they could not do before.
Context is the variable
Generic material forces every participant to perform the translation from the example to their own equipment, standards and constraints. Most do not. Training built around the organisation's own systems removes that step, and it is the single largest determinant of transfer.
Assess capability, not attendance
A pre- and post-assessment against defined competencies costs little and changes the conversation entirely: the programme now has a measurable result, and the gaps that remain are visible and fundable.
Build the internal function
External delivery is a stopgap. A capability programme that does not develop internal trainers has guaranteed itself a permanent dependency.
